
Ernst Basler + Partner are creating Das Gebäudeprogramm (The Building Programme) at the request of the 26 cantons (Conference of Cantonal Energy Directors EnDK) and with the involvement of the Federal Office for the Environment (FOEN) and the Swiss Federal Office of Energy (SFOE). Funds were sourced from the partial utilisation of the monies from the CO2 tax. A total of CHF 2-3 billion will be paid out by 2020.
EBP has been commissioned to create appropriate structures, develop a communication and marketing concept, organise finances and design all necessary IT solutions (web-based applications, scan tools and management information systems). EBP has specified and developed the following software for the controlled, coordinated processing of applications:
Web portal: All information relating to the building programme can be found at www.dasgebaeudeprogramm.ch. The electronic application forms for each canton can be downloaded here. The portal serves as a “Single Point of Contact” for the Swiss people.
Electronic application forms: Application forms in PDF format are completed with computer assistance by applicants. Once the form has been fully and correctly completed, a 2D bar code is issued at the touch of a button. The applicant prints the form out, signs it and sends it to the relevant canton.
ScanTool: In the cantonal processing offices the printed application forms are scanned into the cantonal processing program by reading the 2D bar code with the ScanTool.
Application processing (GeVA): GeVA is one version of a cantonal processing program. The data on the electronic application forms are processed using this program and compared with the management information system.
Management Information System (MIS): The MIS is the central element of the building programme. The cantonal processing offices transfer the information from all applications to the MIS, allocate incentive payments and also use this system to pay out the incentives.
