
A new soccer stadium is planned in the City of Lucerne. The project "Sports Arena Allmend Lucerne" comprises a multi-sport complex with an indoor swimming pool, a fitness center, sports halls and other uses. Ernst Basler + Partner got a mandate to carry out the sustainability appraisal (SA) for the project "Sports Arena Allmend Lucerne" on behalf of the consortium Halter / Eberli.
The sustainability appraisal shows which contributions to the sustainable development in the region of Lucerne are provided by the effects of the project. The evaluation of the project impacts takes into account a possible trend and is performed with respect to the current state of sustainable development in the region.
The sustainability appraisal is carried out by means of 21 criteria and enables a transparent comparison of the different expected impacts. The presentation of the results shall enable an open but structured discussion in politics and public and contribute to a transparent balancing of interests.
The city of Lucerne commits itself to sustainable development in the overall planning 2008 - 2012. Urban development strategies are to be assessed whether they show positive effects in the economic, social and ecological domains. Thereby short-term and long-term, local as well as global effects are of interest.
In a popular vote of November 30, 2008, the city of Lucerne gave its green light to realize the "Sports Arena Allmend Lucerne" in collaboration with private partners. The voting decided on the construction contracts and tenancy agreements as well as on the municipal contribution of 70 million Swiss francs. The total investment volume is around 250 million Swiss francs.
