Reorganisation of civil protection for the Canton of Aargau

Various developments over recent years make a reorientation of the Aargau civil protection necessary. EBP supported the Department of Defence and Civil Protection in drawing up the best form for organisation in future.

A fall in those liable for military service, greater investment needed for equipment and protection systems, deficits determined by the risk analysis by the Canton of Aargau – these and further developments and findings indicated a need to re-examine the civil protection of the Canton of Aargau and adapt it to current requirements.

Instructed by the Civil Protection Coordination section of the Department of Defence and Civil Protection, EBP supported the process that culminated in a recommendation of the most suitable variant for the future organisation of civil protection in the Canton of Aargau. EBP supported the project management, working group and support group in the following activities:

  • Analysis of the current civil protection situation in the Canton of Aargau: how does civil protection function in Aargau; what makes is different from other cantons?
  • Carrying out a SWOT analysis: what are the strengths, weaknesses, opportunities and risks of the current civil protection in Aargau?
  • Development of a concept: what are the aims of civil protection and what guiding principles are needed to achieve them?
  • Definition of the range of tasks: what are the civil protection tasks and where do they end?
  • Development of organisation alternatives: what forms of civil protection reorganisation are to be considered?
  • Development of evaluation criteria: which criteria should be used to assess the different variants?
  • Issuing recommendations: what variants should be recommended for implementation and what other recommendations can be derived from the project?

The results of the work were submitted to the head of the Department of Health and Social Security. On the basis of the final documentation, this department instructed the Department of Defence and Civil Protection to implement the proposed best option.
