Reorganization of the Liechtenstein Security Services Network

The Liechtenstein Security Services Network is undergoing reorganization. In the context of the reorganization, EBP developed and evaluated various replacement structures and has continued to work together with network representatives to establish the conditions for the implementation of the reorganization.

The previous plan for managing catastrophes and emergency situations in Liechtenstein called for the deployment of the National Command and Control Authority (NCCA) and the Regional Command and Control Authorities (RCCAs) in addition to the various emergency services.

Future-oriented reorganization of the Security Services Network

However, in light of the fact that the CCAs of the eleven regions have had only limited operational capacity or no operational capacity at all, it became necessary to develop a plan for a reorganization of the Security Services Network. In the context of these efforts, EBP was commissioned by the Liechtenstein Civil Protection Agency to manage the following tasks:

  • Develop various organizational models and assess these according to uniform criteria
  • Select the most promising model: two RCCAs and the NCCA
  • Define the roles of the RCCAs in the Security Services Network
  • Develop a guideline and performance specifications for the members of the RCCAs
  • Estimate the necessary human resources and infrastructures, as well as the costs associated with the RCCAs
  • Draft job descriptions for the members of the RCCAs
  • Develop a proposal for further action

Further action

In November 2016, the various regional authorities in Liechtenstein approved the plan for the reorganization of the Security Services Network and the recommendations for further action. The RCCAs are to be ready for deployment by the year 2018.
