Second opinion on the expansion of a regional district heating network

The municipality of Urdorf faced a decision as to whether it should approve a project centering on the regional expansion of its district heating network in the Limmat Valley. To provide the Urdorf Municipal Council with a sound basis for the decision, EBP drafted a second opinion which concluded with a recommendation in favor of the expansion project.

The municipality of Urdorf faced a decision as to whether it should approve a project centering on the regional expansion of a district heating network in the Limmat Valley. To provide the Urdorf Municipal Council with a sound basis for the decision, EBP drafted a second opinion which concluded with a recommendation in favor of the expansion project.

In the context of drafting its second opinion, EBP subjected the existing business plan to a due-diligence assessment based on the following questions:

  • Is the project compatible with superordinate cantonal development plans relating to land use, waste management and energy services?
  • To what extent is the project cost effective? Specifically, were plausible methods used to assess the project’s cost effectiveness, to identify the relevant cost parameters and to estimate the expanded network’s sales potential?
  • Is the project technically feasible?
  • What impact can the project be expected to have on environmental factors, including climate, noise, air, groundwater, local bodies of water and flora and fauna?
