Identifying companies entitled to make use of private waste-disposal services

The new Swiss Ordinance on the Avoidance and Disposal of Waste (ADWO) frees large private enterprises from their obligation to make use of municipal waste-disposal services, effectively allowing them to instead commission private companies to meet their waste-disposal needs. Working together with Brigitte Fischer at geo-balance on behalf of various cantons, EBP has drafted a list of the companies no longer subject to the prior regulation.

In redefining the term municipal waste, the new ADWO has had far-reaching consequences. As of January 1, 2019, companies with 250 or more full-time employees have the option of commissioning private waste-disposal services. This will force the municipalities to adapt their internal processes to accommodate the open-market provision of waste-disposal services or prepare to simply remove the relevant companies from their systems.

To help the communities ascertain which companies are affected by the new policy, EBP developed a tool that automatically compiles and evaluates the relevant data from various sources.

The tool allowed us to compile canton and municipality-specific lists of the companies that have essentially been granted the open-market option. The lists provide the municipalities with a basis for adapting their internal processes.
