Structural plan for the Canton of Uri – compensating Value Added Planning

As a result of the revision to the spatial planning law the Canton of Uri is introducing a value added levy to compensate Value Added Planning. EBP supported and advised the Canton of Uri in drafting this measure.

The revised spatial planning law (RPG) prescribes the introduction of a value-added levy. With the aid of this it should be possible to undertake Value Added Planning to compensate in the future for urban expansion and re-zoning.

The Canton of Uri is undertaking this work within the framework of the revision of the cantonal structural plan as well as the cantonal zoning and building law (PBG). Together with the municipalities, a project group within the canton is producing a plan for the value added levy, aligned to the specific circumstances of the Canton of Uri. EBP is supporting the Canton of Uri in this task via:

  • An overview of the scope for the Canton's in terms of structuring the value added levy
  • An analysis of the experiences of other cantons with this planning instrument
  • An estimate of the financial impact of the value added levy (increased income vs. increased outgoings due to reapportioning building land to agricultural land)
  • An estimate of the impact on development planning and/or spatial development
  • Dialogue on the ideal structure of the value added planning instrument with representatives of the canton and the community
  • Development of the (internal administrative) processes for carrying out the value-added levy
