Wastewater Treatment Peja, Kosovo

EBP has been mandated by SECO to assess the institutional, financial, legal and technical feasibility of a wastewater collection and treatment project in Peja.

Kosovo’s wastewater infrastructure is deteriorated and partly dysfunctional. In most areas the wastewater is discharged untreated into surface water bodies threatening human health and the environment. SECO‘s support of the wastewater collection and treatment project in Peja represents one of Switzerland’s major initiatives in developing Kosovo’s wastewater sector. WWTP Peja with a capacity of about 60’000 Population Equivalents will be one of the first wastewater treatment plants in Kosovo and shall positively impact the local water resources as well as the hygienic and socio-economic conditions. 

Apart from the technical challenges, the feasibility study addresses various key-issues of Kosovo’s wastewater sector like the reform of the regulatory framework in the context of the EU approximation, the corporate development of the Regional Water Companies as well as the setting and enforcement of affordable water and wastewater tariffs. Based on the assessment of the present situation jointly with the sector institutions at national, regional and local level, the study assesses opportunities and risks and defines targeted measures to ensure the sustainability of investments into Kosovo’s wastewater infrastructure. Furthermore, the study aims at verifying the project costs and defining the next project phases.
