2013 Security Report for the city of Lucerne

What is the situation surrounding security in the city of Lucerne? EBP reviewed the current security situation and analysed what has changed since the publication of the first integral security report in 2007.

The city of Lucerne’s first integral security report was published in 2007; in 2010 the city published an update. Lucerne played a pioneering role amongst Swiss cities, attracting attention both nationally and internationally for its reports and systematic security management.

The 2013 security report looks back and evaluates how the security situation has changed in recent years and how the Lucerne security management is subject to monitoring. This has made it clear that the Lucerne security reports are no mere “paper tigers”. Most of the measures recommended in 2007 and 2010 have been implemented or are in planning. A highly networked security alliance has also been established in the last six years, with interdisciplinary collaboration.

Conclusion: the level of security in the city of Lucerne remains high. In order to maintain or even improve this high standard, 74 further measures were conceived in collaboration with experts. The report also attempts to provide a view of the future: how will trends and developments affect security in the city?

Analysis of the current situation, the package of measures and looking ahead provide a comprehensive and practical basis for long-term security planning in Lucerne.
