Risk analysis and action plan for the Zurich Cantonal Strategic Supply Agency

The canton of Zurich’s population depends on an uninterrupted market supply of essential goods such as food, fuel and medicine. In the event that the canton’s normal supply channels were to fail (e.g. on account of extreme market scarcity or an unforeseen incident), it would be the responsibility of Zurich’s Cantonal Strategic Supply Agency (CSSA) to secure the temporary provision of such goods.
The CSSA in Zurich recently commissioned EBP to carry out an analysis of the agency’s capacity to fulfill its mission. The scope of the assignment included the drafting of an action plan to address any risks to the agency’s readiness.

The canton of Zurich became the first canton in Switzerland to subject its CSSA to review. The scope of EBP’s assignment included working together with other specialists to draft an action plan that would address any risks to the agency’s readiness to fulfill its mission. The focus of the review was on the following four mission-critical areas: food; fuel; medicine; and logistics.

Working in close consultation with experts at the CSSA, EBP provided the following services:

  • Development of a methodology for the CSSA
  • Identification of critical processes in the areas of food, fuel, medicine and logistics
  • Identification of any relevant risks
  • Qualitative estimate of risks per target area and threat level
  • Identification of any need for action
  • Specification of necessary actions, or measures, per area
  • Submission of recommendations for further action
