Safety and Security Report of the City of Lucerne 2010

The City of Lucerne published a comprehensive safety and security report in 2007. This report was the first of its kind and a unique project across Switzerland. In 2010, the city tasked EBP to analyze how the safety and security situation has evolved since 2007.

The city of Lucerne published a safety and security report in 2007. This report was the first of its kind and a unique project across Switzerland. Never before has a city embraced such a broad notion of what security means and analyzed its situation in such detail.

In the past three years, several security-relevant developments occurred in Lucerne. The city of Lucerne merged with the smaller town of Littau, the police of the city merged with the police of the canton of Lucerne, the local soccer team FC Lucerne was promoted to the first division, and ever more tourists and party people visit the city center, particularly at weekends. In order to cope with these new challenges, the city implemented many of the security measures suggested in the 2007 report.

How does the security situation look like three years later? Are the key threats and hazards still the same? Are there any new security-relevant challenges? What need for action exists? What measures could or should be taken?

EBP reevaluated the relevance of the threats identified in 2007, reviewed the security situation in Littau, and assessed threats and security-relevant issues that have emerged since 2007. In close cooperation with experts, we developed an overview of security measures. We also analyzed security trends that may become more important in the future.

The updated safety and security report 2010 forms an important basis for future planning and decisions of the government of the city of Lucerne.
