Strategy for Expanding the Role of Local Public Transport in Baden-Württemberg

The German state of Baden-Württemberg is in need of a strategy for increasing the modal share of its various forms of public transport. EBP has carried out the necessary research to develop the strategy and submitted proposals for a goals catalogue based on best-practice analyses.

The agreement reached by the parties to the coalition government of the German state of Baden-Württemberg obligates the government to introduce appropriate measures to increase the modal share of environmentally sustainable forms of transport. Local public transport networks are therefore expected to play a greater role in meeting the state’s transport needs. In order to play this greater role, the state’s local public transport networks will need to be expanded.

EBP has drafted a goals catalogue for local public transport networks and regional railway systems as a basis for developing an implementation strategy. The goals catalogue was drafted on the basis of an in-depth analysis of the status quo, best-practices in light of market developments and the specific transport goals already established by the coalition government.

The analyses and the goals catalogue cover all of the relevant factors, including supply & demand, financing, quality, organisational concerns, project oversight and environmental issues.
