Summary Report on the Lucerne City Ring

Federal Motorway A2 in metropolitan Lucerne between Reussegg and Grosshof has been renovated. EBP analysed the personal and environmental risk of transporting dangerous goods following the project’s implementation.

The general renovation of the Lucerne City Ring encompassed the renovation of the Reussegg-Grosshof segment of Motorway A2, including its bridges and tunnels. The work also included noise control renovations on all open motorway segments.

Federal motorways where the transport of dangerous goods is permitted are subject to the Ordinance on Protection against Major Accidents. The Swiss Federal Roads Office (FEDRO) commissioned EBP to conduct an analysis of the personal and environmental risks and draft a corresponding summary report.

The summary report includes the following:

  • An evaluation of the condition of the roads in question as well as a forecast of traffic volume up to the year 2020
  • A quantification of the expected risks for people and the environment
  • A MISTRA-based ascertainment of the specific accident risks for various motorway segments and an analysis of the risks for people in tunnels based on the simplified OECD/PIARC CH model.

The summary report also outlines existing and planned safety measures designed to protect residents, motorists and the environment, and provides recommendations for further measures.
